[OSGeo-Conf] Extend 2017 proposal deadline?

With deferral or support from the three LOCs (assuming that Dave is
speaking on behalf of Javed or Jerome for Ottawa), I declare the
motion (modified to Oct 19th) passed with +1 support from committee
members Steven, Helena, Peter, Cameron, Darrell, Venka, Thierry,
David, and Vasile, as well as additional community support.

I've updated http://www.osgeo.org/conference/rfp and
http://wiki.osgeo.org/wiki/FOSS4G_2017_Bid_Process.  I've also
arbitrarily extended the subsequent dates, feel free to bring a motion
to reverse that if you want.  I think in subsequent years, the
question period for Stage 1 could be shorter.
