[OSGeo-Conf] FOSS4G 2018 Voting

Thanks to everyone who commented on moving directly to a vote on the Dar Es Salaam proposal for FOSS4G 2018.

I would like to ask Thomas to commence the voting stage with the question:
"Should the Conference Committee award FOSS4G 2018 to Dar es Salaam?”  and voting options of Yes or No

Closing date for votes was set for Monday 12th December, let's stick to that date with Thomas reporting the result on 13th December.
