conference you were referencing?

Each year, the international FOSS4G is run by a different LOC (Local
Organizing Committee).  So you would need to ask about that specific
year and then probably only that LOC could answer.  If you're talking
about 2014 in Portland, Oregon, you can read about that process here,

I think that other years have also published posts about their
processes.  Occasionally, the process is discussed on email lists too.
