[OSGeo-Conf] Naming the three regions of FOSS4G rotation

I think labels are useful. I think rest of the world makes it sound like we
don't know geography and are Euro-NorthAmerican Centric.

It would be nice to have a better label than "rest of the world".

Looking for a comparable, the world bank uses the following regions (
http://www.worldbank.org/en/about/annual-report/regions):

Africa
East Asia and Pacific
Europe and Central Asia
Latin America and the Caribbean
Middle East and North Africa
South Asia

Perhaps we can use this tact:

North America
Europe
Africa, Asia, Pacific, Latin America, Caribbean, Middle East (AAPLACME)
