[OSGeo-Conf] Naming the three regions of FOSS4G rotation

I don't feel strongly about this, but:

Re name:

+0 for "Rest of World"

+1 for "Other Regions"


Re order listed, the "Other regions" should be described last as it only 
makes sense after the other two options have been presented. So order 
should be:

Europe,

North America,

Other Regions.
