[OSGeo-Conf] Board approvement: MOTION Draft RfP FOSS4G2022 for EU only or NAand EU

Dear CC!

We discussed the topic in todays board meeting (minutes are in
preparation). We decided to accept the vote of CC, which means that we
will open the 2022 call to bith, Europe and NA.

If a NA team wins for 2022, 2023 will be a European year, if a EU team
wins, 2023 will be a NA year.
