More continuity and support of organizing FOSS4G with more reuse is a great
idea.  It is also an old idea (search the list for PCO).  I think that
almost all former FOSS4G chairs support something like this.  What we do
starting LOCs from scratch is beyond absurd!

So if it is a great idea, an old idea, and an idea with lots of support,
how do we make it happen?

In my opinion, this is a Board level decision although I'm not sure that
the Board (other than those with FOSS4G organizing experience), have the
knowledge, experience, time, and duration to successfully complete it.  The
Board could pass a motion favorable to this idea and delegating it to the
conference committee (where I think that there is the needed knowledge and
experience to successfully complete it).  The conference committee could
then work out the details and bring it back to the Board to adopt and act
on (i.e. signing contracts, hiring a contract employee, or something
else).  That is a lot of work for the conference committee!  Can we do it?
Maybe.  Sometimes we've done a lot of good work.  Sometimes it is hard to
get more than 3-4 people to even read or vote on something.  The conference
committee has the capability to do this but I'm not sure if we have the
motivation to do it.  Personally I'm trying to do less on the conference
committee and trying to find people to pass along my historical continuity
and housekeeping chores to (with a little success).

And remember, this thread is supposed to be about the Firenze full proposal
(sorry for the tangential distractions).  The fact that these conversations
continually derail other topics suggests that these topics need to get
addressed.
