The Board could pass a motion favorable to this idea and delegating it to the conference committee (where I think that there is the needed knowledge and experience to successfully complete it). The conference committee could then work out the details and bring it back to the Board to adopt and act on (i.e. signing contracts, hiring a contract employee, or something else). That is a lot of work for the conference committee! Can we do it? Maybe. Sometimes we've done a lot of good work. Sometimes it is hard to get more than 3-4 people to even read or vote on something. The conference committee has the capability to do this but I'm not sure if we have the motivation to do it. Personally I'm trying to do less on the conference committee and trying to find people to pass along my historical continuity and housekeeping chores to (with a little success).

I think the conference committee should make a proposal to the board
without asking for the mandate.
