[OSGeo-Conf] Poll: Change FOSS4G structure to have some continuity of organization and management

I'd vote for 2. I'm all for not changing things that are working well - but
our world has changed over the past few years and with 16 months until
'theoretically' the next FOSS4G, we must consider why we're at this point
and recognise that 16 months is perhaps not enough time anyway. My two
cents.
