      David, I see this as a vote for the conference committee to decide
      how to avoid a tie breaker. It is not involving the board in the
      CC list.<br>

      However, I'd suggest that a chair having 1.5 votes would be
      something that all OSGeo committees would benefit from adopting.<br>
