The current voting scheme does not have a vote that expresses strong disagreement, the Board voting procedures say "<span style="background-color: rgb(255, 255, 255);" class=""><font color="#252525" face="sans-serif" class="">A vote of "-0" indicates mild disagreement, but has no effect”.
