Hello Mike,

I don't know much myself, but wonder if CityGML be part of your 
discussion? CityGML is a common information model for the representation 
of 3D urban objects. CityGML is realised as an open data model and 
XML-based format for the storage and exchange of virtual 3D city models. 
It also has ties with the OGC.

standard for 3D models.
