That is the best starting point if you have no experience of web servers on windows.

http://lsces.co.uk/mapper/display_map.php started life from there but has now 
been repackaged onto a linux server.
Simple toolbox on the left allows you to select zoom in and out, 'home' or move, 
and I have a setup where I have 5 high resolution views of the Isle of Man 
overlaid and I can select which one to view from the Navi list, maintaining the 
selected zoom.
