Hi,

WFS 1.1.0 is indeed not saying anything on the order of axis explicitly. 
And I think you can't find anything on axis order in WFS 1.1.0, since 
axis order is defined in the CRS definition (not by WFS). So I'd say it 
is the other way around: why /not/ respect axis order? There is nothing 
in the WFS spec indicating that you are allowed to neglect the 
definition of the CRS.

So, assuming you are using a URN notation (for example 
urn:ogc:def:crs:EPSG::4326), this implies that you are using the axis 
order as defined by the CRS identified by that URN 
(http://www.epsg-registry.org and then "retrieve by code"). And that's it.
