These good practice guidelines shared by various European governments will be of interest

Esp. the  action plan for the use of Open Standards and Open Source Software in the public and semi-public sector from Ministry of Economic Affairs , Netherlands is of interest  as they were one of the first ones  to do this at national level (back in 2007!) so they are pioneers.
