as you subject mentions rasters, there is rasdaman (www.rasdaman.org).

- Fastest way to get started: download VM with example data + queries. Use the
raster query language directly if georeferencing can be ignored, or use the WCS
/ WCPS / WMS service endpoints the VM will offer, plus ingestion via WCS-T. All
documented on wiki pages at said URL, active mailing lists or support.

- Growth: rasdaman is scalable (tons of Terabytes in operational services) and
federated. The EarthServer initiative (www.earthserver.org) is currently working
towards a Petascale global federation on spatio-temporal datacubes, and a
maintained service of yours could easily apply for joining. The rasdaman query
language is the blueprint for the forthcoming ISO SQL/MDA (MUlti-Dimensional
Arrays) standard which extends ISO SQL - well - with query support for massive
n-D arrays. So just grow your installation without any need for change, it
already has a scalable backend.
