The focus on licensing does not mention the collaborative nature of open 
source.

How about:

Open source is a collaborative software development model in which 
anyone can use or modify software for any purpose without payment of fees.

If you want a longer introduction, you could go into "The Why", but that 
might be a bit much for beginners. The current length is good.
