I believe what you are proposing may not be as simple as it sounds.<br>

You might be able to create some type of “live CD” that they use to demo Linux distributions, but otherwise your map viewing software needs to be installed on the target computer.<br>

There are a few good open source desktop GIS programs that can display shapefiles. I’d promote OpenJUMP, but QGis is another program I hear really good things about. MapWindow also runs as a stand alone desktop program, not just a viewer.<br>
