Dennis,

You should also look at MapWindow GIS.
It can already do everything you need.
It has a tiles plug-in to show OSM data, it has a georeference plug-in for
your image file and of course it can do the basics like zoom, pan, open
different kinds of layers, etc.

You can just use MapWindow GIS or create a custom application using a
plug-in or start from scratch using MapWinGIS (the ocx that comes with
MapWindow) and any .NET language.
