This is correct; it was decided at the board meeting right before
FOSS4G to give VisCom a three week deadline to finish drafting a logo
usage policy. I am not sure if this was properly communicated to
VisCom! If this doesn't happen, it falls upwards to become the
responsibility of the Board.

It has been difficult because there are many sides to this question:

1/ Legalesque trademark issues. I have heard that after learning from
others' mistakes, the Mozilla foundation Got It Right As Possible and
I think it makes sense to just clone and reuse their policy.

2/ Membership/entitlement issues; annual paid membership entitles one
to use of logo in certain clearly defined contexts. Ditto sponsorship.
Is this VisCom's place? Where does "engagement management" fit in? 
This is the sort of thing the prospective ED will bottom-line.

3/ Authority/gravitas issues - for projects this is clear - "Powered
by OSGeo" - for tutorial material and data package material this is
less clear -

part but has not been updated in forever. The more people contribute, 
the more robust the policy will be and the less work the Board will 
have to do which would be great :) Let's get this out of the way soon
- it's such a dry loop.
