[El] Upgrade to MapServer 5.6.5?

I have built MapServer 5.6.5 for i386 and x86_64 and uploaded it.
A yum update should be enough to update it.

When the new repository structure is in place maybe we'll do a staging
through the testing repositories.

Please let me know if you need anything else.
