[El] RPM packages for tinyows

Next round of packages: this time for TinyOWS, a fast and standard conforming WFS-T server

Packages will be temporaneously at:

It took a srpm for Fedora 12 and simply recompiled it. The version of TinyOWS is not the most recent one, which would be 0.9, but should already be feature complete enough for many use cases. I will try to update the package to 0.9 soon.
