Did you enable the elgis-testing repository?
This is where you can find the latest GDAL, with which the
php-mapserver package you are trying to install was built.

Why do you want to install this package manually?

I would rather enable the testing repository and:
sudo yum install php-mapserver

Because it probably has other dependencies.

We will move these packages to stable soon.
