[El] php-mapserver is compiled WITHOUT RGBA_PNG support

Thats great news, will be happy to test this feature in the next
package under CentOS 5.6 and and RHEL 5.6.
Have been using this feature in a production environment under ubuntu
server for over a year now, and it never caused any problems.
