[ELGIS] Always building against postgresql84-devel ?

Hello,

depending on the package, we build either against postgresql84-devel
or against postgresql-devel (e.g. GDAL).

For consistency sake, shouldn't we build all packages with PostgreSQL
support against postgresql84-devel?

PostgreSQL 8.4 it is anyhow required by PostGIS, which is, I guess,
the main reason why most of us would use PostgreSQL.
