Thanks to a chat with Volker, I merged part of the deep cleaning work
he is doing on the GDAL spec file for Fedora (and that we will push to
testing as soon as "our" current GDAL package is in stable), and I got
a successful ./configure in mock:

checking for curl-config... /usr/bin/curl-config
        found libcurl version 7.15.5
checking for curl_global_init in -lcurl... yes

...

  cURL support (wms/wcs/...):yes

I will first build locally and see if WMS appears in the list of
supported formats, and then build/publish the package to elgis-testing
for you to test for real (hopefully tomorrow).
