[ELGIS] Upgrade to GEOS 3.3.2

Hi Peter!

Devrim Gündüz submitted GEOS to EPEL in October last year. Right now,
EPEL has 3.3.1. It could be updated to 3.3.2 by policy and probably
should.

Could you point out to an upstream bug for that segfault 3.3.2 mends? I
couldn't find something about a crash fix in NEWS:
