Nice work.

Here's what I see on SL 6:
[micha@MS-SL6 Documents]$ sip -V
4.9.3

and sip -h shows no -o option. But on Fedora 17:
[micha@F17 ~]$ sip -V
4.13.2
[micha@F17 ~]$ sip -h
Usage:
sip [-h] [-V] [-a file] [-b file] [-c dir] [-d file] [-e] [-g]
    [-I dir] [-j #] [-k] [-m file] [-o] [-p module] [-P] [-r] [-s
    suffix] [-t tag] [-T] [-w] [-x feature] [-X id:file] [-z file]
    [file]
where:
....
-o enable the automatic generation of docstrings
    [default disabled]
....

so that's the -o option in newer versions.

Let's ask Tim!

[micha@SL6 build]$ sip -V

and then, during the build of QGIS I got a bunch of "Deprecation

The system rpm of sip-4.9.3 is still installed. Is that interfering?

Any ideas how to continue?
Thanks,
