[Europe] Resurrect legal entity?

Dear all,

I think this approach from ESA clearly shows the need for a pan-European entity. That and also FOSS4G-Europe, which should possibly take place in 2024.

I think we should reply to Claudia with a minimum budget to keep the entity going:

- coorporate fees in Belgium
- organising an yearly code sprint
- organising/guiding FOSS4G-Europe (next one possibly in 2024)
- coordinate development of features/projects relevant for ESA

This opportunity should not be missed, imho.
