DWF is very one-way -- it's like a plotted format. It's hard (but not
impossible) to get features out of a DWF -- but there will be loss of
accuracy.
That said, you can use a DWF as a layer in MapGuide -- it's called
DrawingLayer. Of course there will be no theming possible.
Will a DrawingLayer be sufficient for your case?

I was thinking about possible solution for customer case, and then
realized, there is no DWF provider for MG?
MG generates dwf but can't take it as data source.
 
It came to me as little surprise when I was thinking about that, if I am
not missing something ?.
