[fdo-internals] providers.xml vs. FdoIConnectionInfo

I just checked what MapGuide does, and it also returns the information
in the providers.xml from its GetFeatureProivders API. However it then
goes off and loads each provider dll anyway in order to get a list of
the connection properties.

Instead of trying to "name" current state of this issue,
as correct, incorrect, inconsistent...whatever

May be it would be reasonable to work out a best and consistent
strategy and try to reach it in the future?
