[fdo-internals] S013-GB3: Build: Add PostGIS tobuild process(LINUX)

Yes, I just wasn't sure if that would be automatically called by some
code in OGR or the provider has to call it, my memory of the OGR API is
failing. It's not the end user who would call that.
