[fdo-internals] boost_date_time dll is not part of the install

Bruno has provided alternative solution in his patch, so there is no 
problem wtih removing Boost Data & Time lib from the PostGIS provider.

My comment was more a general comment for future: "if anyone needs a 
Boost library, she is allowed to use it".
