[fdo-internals] Branching Trunk to 3.5.0

Hi All,

In preparation for the soon to be released beta2/release candidates of FDO 3.5.0, and to allow continued unfettered access to the FDO SVN trunk, I propose that the trunk be branched into a 3.5.0 location, specifically, https://svn.osgeo.org/fdo/branches/3.5.

This branching would allow a stable and dependable release of 3.5.0 to be generated while allowing community members to update the Trunk with updates that have not been fully tested/vetted or may affect binary compatibility with the 3.5 code stream.

Please let me know if you have any comments or concerns on this course of action,
