 The current version of GDAL in the 3.2.x branch is missing a build flag.
 This is preventing it from working properly with the ECW plugin.  Please
 alter the following file:

 http://svn.osgeo.org/fdocore/branches/3.2.x/Thirdparty/GDAL1.3/src/frmts/gtiff/makefile.vc

 using the attached patch to resolve this issue.

 This change has apparently already been applied to trunk.
