 In spite the fact DBF specification states that the column names are ASCII
 characters, apparenly there are DBF files around which are using multibyte
 characters. This allows, for example, to display japanese column name.
 More, ESRI ArcPad 7.2 interprets correctly such columns. Therefore allow
 SHP provider to do the same.
