 Enable resource FDO stamping on x64 dlls

 All FDO x64 DLLs were not updated with the file (build) version because
 the
 application used by us (StampVer.exe) did not supported x64 dll stamping.

  - Updated the StampVer.exe application to a new version
  - Enable x64 all projects to stamp the out put dlls
