 Add default constructor and dispose in the header file for
 FdoParameterValueCollection same as for FdoPropertyValueCollection
  - This change will allow FDO developers to create a derivate class from
 FdoParameterValueCollection (e.g. to detect changes in it) same as it is
 possible for FdoPropertyValueCollection
