Actually no, my primary problem is on writing (insert/update) as I have to
enable dynamic file generation and download in my application, and the
specifications mention that the decimal separator has to be a dot.

What makes you think so ? If I set the locale in the RowData constructor it
should be used for every acces to a DBF row, shouldn't it ? There's indeed a
flaw I can think of, but it's related to the LDID : someone setting the DBF
to use another LDID will eventually get a DBF with dots.

I'll try and test you code asap (but I have to download the last FDO sources
first ;)
