[FOSS-GPS] FoxtrotGPS doesn't build with libgps older than 2.90

Check added.

I hate it when ./configure appears to find everything fine and then
I get crazy errors from the build because ./configure wasn't doing
the right checks. I had actually already fixed a few other issues
just like this, so my apologies for missing this one.
