[FOSS4G-Oceania] presentation deadline coming up

Open inquiring about encouraging participation from the whole community at
work.

several people have said that the only way to enforce diversity is through
quotas, however, that's not going to be viable unless we have an excess of
content.

Hopefully we do have an excess of content, and we're able to exercise some
editorial judgement.
