[FOSS4G-Oceania] appoint OSGeo Oceania board

I don't see any problem at all with people expressing their interests now.
But the board will be filling the roles, and that can't happen until the
board actually comes into existence. I suspect there's not enough time to
fill roles before Christmas, without rushing and potentially missing folks
who are disengaging for the holidays?

I suggest we can state our interests now, if we like, and the board's first
order of business in the new year should be taking nominations and filling
the roles.

For the record, I'm keen to join the board. I'm super excited about the
future of this community, and the role this group has to play in it.
