The Pacific Community (SPC) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services.

SPC wishes to invite eligible Individual Consultants to express their interest in providing their services for Geospatial Developer. 

PREP seeks the services of an advanced geospatial python developer to work on innovative disaster resilience initiative in the Pacific Island Countries (PICs). Main tasks to focus on progressing the development of an open source disaster risk assessment application to be used by SPC and national agencies

It is envisaged that the position will be a 1-year contract which includes a 3 month probationary period after appointment. 

SPC now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services.  The Consultant will be responsible for:
   
   - Developing and promoting open source GIS solutions, including applications for impact assessment, field data collection, remote sensing analysis, and customized solutions for disaster management needs, such as integration with early warning systems. Providing training and mentoring to SPC staff, technical experts from PICs.
   - Improving data management deployments in the Pacific such as GeoNode instances like the Pacific Risk Information System. 
   - Developing relevant documentation, training materials, deployment guidelines, and support mechanisms for the above.
   - Embrace and promote an open source first policy

  

Interested individual consultants must provide information indicating that they are qualified to perform the services:  Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

  

The successful candidate must have:

Essential Qualifications and Knowledge/Experience: 1) Bachelor’s degree or equivalent qualification and 5-7 years professional experience in relevant field, or Master’s with 3-5 years of professional experience; 2) Demonstrated experience with contributing to open source projects, preferably geospatial tools; 3) Demonstrably skilled developer of Python language and it’s geospatial ecosystem; 4) Advance-level expertise with QGIS, QGIS plug-ins and related tools. 
Desirable Qualifications and Knowledge/Experience are: a) A passion for open source and a background in geospatial technology; b) Analytical problem-solving skills and a team player; c) Knowledge of GeoServer, GeoNode, GeoTools, along with Java and Scala languages would be advantageous; d) Familiarity with Docker containers; e) Familiarity with code versioning tools (GIT).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
