[FOSS4G-Oceania] motion: move Friday meetings to 12 noon AEST

Hi all

I think we have a resolution here - enough votes (and no dissent yet) to
shift meetings to 12:00 AEST on Fridays.

Thanks again for flexibility, it’s making my life a whole lot easier!
