[FOSS4G-Oceania] Motion: Recognise in-kind support

I’d like to modify Cameron’s suggestion to ‘one’s company giving more (on
the clock) time than would ordinarily pay for a sponsorship’

…that's more or less what i had in mind when I raised it ages ago.
