[FOSS4G-Oceania] MOTION: appoint Conference Committee chair

Now that we have a board & executive sorted out, we should remove obstacles
for the Wellington 2019 campaign to begin.

Based on all the conversations we've had as a group, I sense there is very
strong support for Daniel to take the reins of the Conference Committee for
2019. He has played the key role in bringing that proposal to life and has
been active in setting the stage for the work to begin.

*MOTION: we appoint Daniel Silk as chair of the Conference Committee for
2019.*
