[Foss4g2008loc] Lessons Learned wiki page

I've created a Lessons Learned wiki page
for FOSS4G2008:

I copied all the headings used on the 2007
Lessons Learned page, but maybe it would be
better to just start with 'a blank page'?

I added a section at the bottom to deal with
issues related to the OCS website software.

There have already been some 'lessons learned',
so the LOC should probably start updating this
wiki page (hint - the 2009 Lessons Learned page
already has content).
