[Foss4g2009] FOSS4G 2009 Budget Input to OSGeo Budget

As per IRC chat between Frank, Tyler and myself, our budget has factored 
in a $20K (Australia) profit based on 500 attendees, which is what we 
consider to be a conservative estimate for attendance.

Of note, the budget is not finalised yet, but we will to achieve the 
above statement when finished.
