[Foss4g2009] Tracking issues between the FOSS4G Organising Committee and Tour Hosts

As discussed a few times, we need a way to track who is working on what, 
and what still needs to be done.
To that end, I have created a spreadsheet using Google Docs so everyone 
can see it, edit it and use it.
(I started using a wiki, but it became too hard to manage).
