[Foss4g2009] setting a time of day for 'deadlines'

Meetings are a different issue, but when we
are selecting a date/time for 'deadlines',
such as when TH wants something from the OC,
or vice versa, or for things such as getting
materials from Presenters or Instructors,
I'd suggest using Noon Sydney time.

 From the point of view of those in Oz, it
both leaves some time before the deadline
to 'finish things off' that morning, and
some time to 'start dealing with the material'
that afternoon.

For North America it ranges from 10PM on the
east coast to 7PM on the west coast, so allows
for a bit of time after 'close of business'(5PM)
of the day before to 'finish things off'.

For Europe it is 'the middle of the night',
so allows for 'staying up late' to 'finish
things off' before the deadline.
